Medfield TV live broadcast issues

Selectmen meetings have not been broadcast live

Last night I asked Rachel about the Medield TV broadcast of selectmen meetings not going out live, as I had been told that recently the meetings were not being broadcast live.  I learned that Medfield TV has a new piece of equipment in the Medfield TV equipment box in the selectmen meeting room that has not been functioning properly, preventing the live broadcasts.

For your information, last night’s broadcast would have been 4+ hours, as we finished after 11PM and after the extended inning all star game had ended.

This email came this afternoon from Medfield TV.  I think my “source” must have called Medfield TV too.

Selectman,

First let me apologize that your meeting was not live last night. I watched the intro to the meeting last night and wanted to send a reassuring email your way. It seems people are under the misconception that we “no longer go live”, or “haven’t been live in months”.

We have had some problems with our encoder at the Town Hall. The purpose of that device is to send our video signal back to our station so it can go live to our audience. We received a phone call, and so did you, about your meetings not going live. Only two meetings have missed being live broadcast. The gentleman we spoke to has been frustrated and seems to have embellished to me and I hope not to you as to the extent of the issue.

I believe Medfield TV is a service to the people and to this town. The town meetings are absolutely the single most important part of our job. I want to assure you that this issue is being fixed and is a priority to our station.

I wanted to send this message to let you know what is going on on our end. This has been an issue in some places around us and so we are going through a process of research to find the correct fix to this issue which may take some time. I promise if the meeting is not live it will air within the next day or two.

I do not live in this town but from what I can see you gentlemen do a great job serving this town.

I look forward to working with all of you soon. Perhaps we can do a Selectman show sometime. Any takers?

A new video series at Medfield TV “Let’s Go Farming” explores and demonstrates the benefits of local agriculture to the community, schools, restaurants, environment, parents, and kids. Based on experiences in running successful Community Supported Agricultural (CSAs) farms for many years, Medfield resident Gil Rodgers discusses with Laura Tangerini (Tangerini Farm, Millis, MA) and Andrew Rodgers, (Clark Farm, Carlisle, MA) how local farms provide organic and nutritious food, demonstrate the heritage of local agriculture, contribute to food and educational programs with schools, and offer consequential work opportunities for residents and students.

2015 VOTY Nominees

Medfield.TV moving downtown

The sign in the window at the former Strata Bank building announces that site as the new future home of Medfield.TV.  There is a lot of build out to accomplish, so the move in date will not be for months.  Medfield.TV is currently located in a too small studio space that is part of the Medfield High School building.  They are physically across the small parking lot from the cafeteria door, or, from inside the building, just down the hall from Room 125.

Selectman goals & objectives

I am being interviewed on Medfield TV on 6/18 by Jack Peterson and Theresa Knapp of Patch, and Jack asked me to bring along topics to discuss, so I updated the list of goals and objectives I prepared for the Board of Selectmen last September:

2013 Goals and Objectives for the Medfield Town Administrator and the Board of Selectmen

1.    Institutional good governance systems, such as
a.    Thorough planning,
b.    Government transparency, and
c.    Complete reporting to the residents
2.    Have the Board of Advisors (former selectmen) conduct a zero based review of our town government systems to determine whether we are using best practices and have the right systems.  Consider partnering with an educational institution to get interns for this task.
a.    Establish expectations, policies, and procedures for all town boards and departments.
b.    Evaluate staffing levels and positions.
i.    Consider hiring a Finance Director.
3.    Get written five year plans from the Town Administrator and department heads.
4.    Have Town Administrator use annual calendar for the Board of Selectmen.
5.    Hold a Board of Selectmen joint meeting annually with each town board and commission to review our shared purposes and goals.
6.    Report to town on DPW’s road and sidewalk repair plans and funding.
7.    Work with Water and Sewer Commission on its master plan.
8.    Study the possible purchase and/or control of the development of the Medfield State Hospital site
9.    Oversee the process of dealing with the clean up and reuse of the Medfield State Hospital site.
10.    Complete bylaw review, especially for issues related to the Medfield State Hospital site.
11.    Work with planning board for new economic growth; Town’s master plan and downtown zoning.
12.    Work on strategy for maintenance and renovation of all town buildings and a strategy to build a new DPW Garage, Public Safety, and Community Center.
13.    Examine opportunities for additional revenue streams, such as:
a.    Housing can be the “business” of Medfield (e.g. – Old Medfield Square)
b.    Power purchase agreements for PV power
c.    Selling Medfield bottled water
14.    Identify opportunities for regionalization of services, such as:
a.    Dispatch for public safety
b.    Board of Health
15.    Target completion of union negotiations before contracts expire.
16.    Create a three-year financial forecast of the town, working with the Warrant Committee and the School Committee.
17.    Implement succession planning for key municipal positions.
18.    Installation of solar PV arrays on town owned land.
19.    Become a Green Community.
20.    Solve Veterans Service Officer position issues.
21.    Perform an analysis of overtime use.
22.    Maintain town’s fiscal status.
23.    Determine whether our recycling rates can be improved, and our trash costs thereby reduced

On being a selectman

Lyme Disease Study Committee reported at last night’s meeting another totally successful hunt to cull deer.  There were no complaint and/or issues raised, and 26 deer were culled. Reports are that there are currently almost no ticks around, but members refused to take credit, given their nascent year plus old efforts.  Their thinking was that the tick numbers may have more to do with the lack of acorns a year ago, which may in turn have reduced the mouse population.

The committee goals going forward now include both improving the woodland habitat and increasing public safety, in addition to reducing Lyme Disease and education about tick born diseases.  The over grazing by the deer has changed our woodlands, wiping out species of both plants and thereby also removing the food that allowed other animals to exist.  For example, the gruffed grouse are almost never seen any more.

One resident did call about hunter issues, but learned that those particular hunters were not enrolled in the town program, and then upon learning about the town program, signed on to have his land included in the hunt next year.

Medfield Foundation meeting heard reports on an extremely successful first year running the Angel Run thanks to Kelly McDermott’s leadership, and on the Medfield Foundation volunteer of the year effort (deadline to submit nominations is 1/25/13).

Medfield TV.  Mike Sullivan circulated sample documents to the Board of Selectmen for review, in an effort to expedite the resolution of the current contract negotiations.  I now know a lot about the Concord Carlisle TV system.  I am constantly impressed by and interested in what Medfield TV puts out for us.
