The Town of Medfield Planning Board is seeking to fill 1-2 vacant Associate Member positions.  Anyone who may be interested should submit a letter of interest to Sarah Raposa at sraposa@medfield.net by September 1, 2020.

The Planning Board is an elected town board of five members, each with a five-year term. The purpose of the Planning Board is to guide the development of the Town in the best interests of all its residents. The Board has very specific responsibilities and authorities as granted by Massachusetts General Laws and the Medfield Zoning By-Laws.

The Planning Board generally meets in the evening 2-3 times per month. Regular meetings are scheduled for the first and third Monday and there is often an additional work session scheduled.  Associate member attend and participate in all meetings though are not considered voting members of the Board. This allows Associates to learn about the intricacies of the Planning Board in preparation for running in the local election.

The Planning Board is responsible for the review and approval of all subdivisions (the division of a tract of land into two or more lots) through a comprehensive process prescribed by MGL Chapter 41 Sections 81L-GG and Town Code Article 310 involving review by relevant regulatory agencies, public hearings, covenants with developers, performance bonding, and ongoing compliance monitoring.

Under “Site Plan Approval” and “Special Permits” in the Zoning By-Laws (MGL Chapter 40A and Town Code Article 300), the Board also has the responsibility to assure that prior to any new construction or significant changes to an existing structure, other than single family dwellings, such factors as community needs, abutters’ concerns, visual amenities, safety issues, and environmental and historic features on the site and in adjacent areas are considered.

Any requests for Zoning By-Law changes or amendments are also reviewed by the Board. Public hearings are held to allow input from any abutters or other interested citizens. The Board is required to provide a recommendation on any Zoning By-Law amendment at Town Meeting, where a two-thirds vote is required to approve the change.

The Planning Board serves as a resource to assist interested individuals with the process of proposing plans or projects under the Zoning By-Laws. Communications are maintained on an ongoing basis with related Town agencies including the Zoning Board of Appeals and other planning interests within the Town such as the historical entities, Medfield State Hospital, and affordable housing.

Letters should describe your interest in the Planning Board as well as any professional experience or other qualifications that will complement the Board. Relevant experience includes land use law, real estate, engineering, and construction however; planning board members come from a broad spectrum of life. Ideal candidates must be open-minded, willing to learn and put time in between meetings, and be capable of reading and understanding the Medfield Zoning Bylaws. Accordingly, please contemplate the following in your letter of interest:

  • Do you have ideas about the direction the Board should be headed? If so, have you thought about integration of those ideas (meaning how the idea coalesces into existing regulations or whether new regulations would need to be created)?

 

  • Land use boards such as the Planning Board, do not always have the kind of discretion to approve or deny a specific project that residents often think they have. It is important to recognize and avoid any conflict of interest; not to pursue special privileges, and maintain confidentiality. Are you prepared for being thought of as a villain by some and a hero by others?

 

  • Planning Boards wear two hats, proactive and reactive, and the schedule is robust. The proactive hat is devoted to long-range planning and is often difficult to quantify as the effects aren’t recognized for several years, if at all. The reactive hat focuses on subdivisions and site plan review and the effects are more immediately seen and felt in the community. How would you rationalize your reactive hat with your proactive hat? Do you see an overlap?

New Life Furniture Bank Holds Two Stuff-A-Truck Collections

 

New Life Furniture Bank of MA is hosting a contactless Stuff-A-Truck collection in the parking lot on Elm Street in Walpole opposite the MBTA Commuter Rail station parking lot on July 8th from 9 a.m. to 11 a.m. and July 9th from 5 p.m. to 7 p.m.

 

New Life provides furniture free of cost to individuals and families transitioning out of homelessness based on the vision of a future in which no one is forced to live, eat or sleep on the floor. During a time when many furniture banks had to temporarily close, New Life introduced a virtual furniture bank to continue serving clients amidst the COVID-19 pandemic.

 

While New Life has been fortunate enough to receive massive furniture donations from businesses, their inventory of household goods is running low. New Life will be accepting gently-used drinking glasses, dishes, pots and pans, kitchen utensils, coffee pots, bakeware, sheets, comforters, blankets, and towels. No other items will be accepted for the Stuff-A-Truck, but people can go to www.newlifefb.org to find out how to donate other items. Simply put the items in a box clearly labeled “New Life” in the trunk or backseat of your vehicle.

 

There are no appointments, so stop by the Elm Street lot on either date at any point during the given times. Follow the arrows around the lot to the truck. Stay in your car and wear a mask. Volunteers also wearing masks will confirm the items meet our requirements, ask for your name and email for contact tracing, and take the items out of your vehicle for you.

 

New Life would like to extend their gratitude to the community for their continued support and wishes for everyone’s health and safety during this challenging time.

Water Restriction Elevated to Tier 3

Nonessential water use limited to once a week

On Monday, June 22, 2020, the Board of Selectmen, following a recommendation from the Board of Water and Sewerage, announced that Medfield is now subject to a Tier 3 Water Restriction. This restriction goes into effect immediately and will remain in effect until further notice.

A Tier 3 water restriction limits nonessential water use to once per week. Even numbered houses are allowed nonessential water use on Mondays. Odd numbered houses are allowed nonessential water use on Thursdays.

Examples of nonessential outdoor water uses that are limited to once per week include but are not limited to:

  • Uses that are not required for health or safety reasons
  • Irrigation of lawns via sprinklers or automatic irrigation systems
  • Washing of vehicles other than by means of a commercial car wash, except as necessary for operator safety
  • Washing of exterior building surfaces, parking lots, driveways or sidewalks, except as necessary to apply paint, preservatives, stucco, pavement or cement

Example of an acceptable outdoor water use that is not affected:

  • Irrigation of lawns, gardens, flowers, and ornamental plants via hand held hoses only

Please note that allowed uses, or nonessential water use on the assigned day, is not permitted between the hours of 9 am and 5 pm, when evaporation and evapotranspiration are highest.

This water restriction was put into place due to the extended dry spell. In addition, daily water usage has continued to increase, despite the Tier 2 water restriction that limited water use to every other day. The Town’s water pumps are running significantly more hours per day than is typical, increasing the risk of mechanical issues. In addition, water levels in the Town’s storage tanks have declined.

The Town’s Water Rules and Regulations include additional information on water restrictions and can be found at this link. MassDEP maintains a list of all communities with water restrictions in place.

Water uses not subject to mandatory restrictions are those required:

  • For health or safety reasons
  • By regulation
  • For the production of food and fiber
  • For the maintenance of livestock
  • To meet the core functions of a business (for example, irrigation by plant nurseries as necessary to maintain stock).

The emailed information below was forwarded by Town Administrator Kristine Trierweiler this afternoon. When I went following the links to find out what the declaration of drought meant, I found this map, which seems to indicate that the two days of watering per week we are now allowed is on target.

After a review of hydrologic conditions in Massachusetts, the Drought Management Task Force (DMTF) has recommended a Level 2 drought designation for all regions except the Southeast and the Cape & Islands. View the details and presentations from USGS, DCR, DEP, DER, MWRA, and NWS here.

GWC Final Fundraiser in support of Medfield Youth Outreach!

The Girls Who Care service group (GWC) is a group of Medfield High School 2020 graduates who have been together since Kindergarten. They have completed approximately 50 service projects over the years and are excited to announce their final project! They have partnered with a fundraising company to offer a variety of items featuring a beautiful and unique logo designed by Medfield alumnus Rachel Tatro. To them, the logo represents the spirit of the MHS Class of 2020 along with the love and support they as a class have felt from the Medfield community during the unusual end to their time at MHS. They are selling these items to raise money for Medfield Youth Outreach, an organization that helps Medfield families in need access assistance and resources. GWC will receive 35% of the proceeds for almost all of the items, and all money raised will be donated to Medfield Youth Outreach.
