Ann & Mark’s goals

The town administrator had scheduled at our Tuesday meeting this week the Board of Selectmen to discuss our goals, both for ourselves as selectmen and also for him, for the upcoming year. This was the first item to be scheduled from the new annual calendar for the Board of Selectmen.

I emailed my goals to my colleagues in advance, the same day I posted them here, so they could give them due consideration.  I asked them to do the same.  Ann responded that she was afraid sharing hers ahead of time would violate the Open Meeting Law.

At our meeting this week, Ann stated a couple of goals at the meeting,  but had nothing written out to distribute.  I noted that she mentioned the Medfield State Hospital, buildings, sidewalks, and finances.  Mark handed out the following goals, and I suggested that we consider the goals at our next meeting where Ann and Mark had not distributed theirs ahead of time.

Mark Fisher Selectmen’s Goals for 2012 and 2013

1) Promote and encourage a collegial and supportive atmosphere for all the volunteer committees and Boards that offer their time to the Town. Ensure that their voices are heard and that their work is recognized and incorporated into the Town’s mission.
(2) Promote and encourage a consistent, supportive and positive atmosphere with the Board’s interaction with the Town Manager, Assistant Town Manager, the Superintendant of Schools, and all of the Department Heads and employees.
(3) Ensure that the annual budget process and town meeting move forward in a productive and cooperative manner that is always in the best interests of the citizens of Medfield.
(4) Provide support and direction to the Permanent Building  committee as they wrestle with the design of a new DPW facility, and a new facility campus at Dale and North Streets.
(5) Continue to move forward with the cleanup and redevelopment of the State Hospital Grounds.
(6] Ensure that the Town continues to provide a high quality of education to its children, and provides a high quality of municipal services to its citizens in the most cost effective manner possible.

Goals for the next year

Selectmen will discuss their goals for the next year next Tuesday.  These are my suggestions.  Let me know if you have ideas for different things the Board of Selectmen and the town administrators should be working on this next year.  I just sent these to Ann and Mark and asked for copies of theirs – as I hope to get them before we meet.

2012 Goals and Objectives for the Medfield Town Administrator
and the Board of Selectmen

1.    Conduct a zero based review and revision of our town government departments and their systems to determine whether we are using best practices.
a.    Establish expectations, policies, and procedures for all town boards and departments.
b.    Evaluate staffing levels and positions.
i.    Consider hiring a Finance Director.
c.    Consider partnering with an educational institution to get interns for this task.
d.    Reconsider using the former selectmen to perform this task.
2.    Have Town Administrator institute use of annual calendar for the Board of Selectmen.
3.    Hold a Board of Selectmen joint meeting annually with all town boards and commissions to review our shared purposes and goals.
4.    Determine road repair plans, priorities, and funding – Superintendent to outline.
5.    Work with Water and Sewer Commission on its operations and its master plan.
6.    Oversee the process of dealing with the clean up and reuse of the Medfield State Hospital site.  Complete the bylaw review for issued related to the Medfield State Hospital site.
7.    Annually get written five year written plans from the Town Administrator and department heads.
8.    Work with planning board for new economic growth, on Town’s master plan, and on  downtown zoning.
9.    Develop a strategy for maintenance and renovation of all town buildings.
10.    Develop a strategy to build a new DPW Garage, Public Safety, and Community Center.
11.    Examine opportunities for additional revenue streams.
12.    Identify opportunities for regionalization of services.
13.    Target completion of union negotiations before contracts expire.
14.    Create an evergreen three-year financial forecast of the town, working with the Warrant Committee and the School Committee.
15.    Implement succession planning for key town staffing positions.
16.    Installation of solar PV arrays on town owned land.
17.    Become a Green Community.
18.    Solve the issues about the Veterans Service Officer position.
19.    Perform an analysis of whether overtime is being used the way the town wants.
20.    Maintain town’s fiscal status.
21.    Plant street trees.
22.    Develop a historic house walking tour.

Notice of meetings is lacking

Medfield has a problem – people cannot seem to get notification of upcoming meetings in which they are interested.

I am told that the Bayberry and Stagecoach Road neighbors missed our last Board of Selectmen meeting where their beaver problems were discussed because they were apparently not aware that the Board of Selectmen would be discussing their beaver problems that night.  And this morning I missed a Building Committee meeting that I wanted to attend because I did not get notified that it was happening.

My work around has been to rely on the list of town meetings published daily on Patch to fill in the gaps in what I know and do not know.  However, that does not work when one first reads of the meeting when it is over.

Medfield needs a system on its town website, like the ones already used by other towns, that allow people to sign up to receive notifications of meetings, agendas, and minutes of committees and/or departments in which they are interested.  Technology is too good today for Medfield to not be employing current best practices to make it easier for its residents to be engaged citizens.

I got the following copy from the Medfield Energy Committee today.  My understanding was that the Board of Selectmen especially wanted this bylaw review done with an eye on the potential developments at the Medfield State Hospital, but that part got left out.

Re: Charter and By-law Review Committee

Last year, the Board of Selectmen appointed a Charter and By-law Review Committee to undertake a review of the Town Charter and By-laws and to suggest any changes or updates that might be appropriate. This Committee, chaired by Scott McDermott, has been meeting regularly and is in the process of hiring a consultant to assist with codifying the charter, by-laws and departmental regulations.
It has met with many town department heads, board, commission and committee members to obtain input as to what changes, if any, should be made. As part of this process, and in anticipation of future developments throughout the Town, the Selectmen would like you to review state and federal statutes, town by-laws and regulations for areas under your jurisdiction and suggest any changes which would
improve service delivery and would protect the interests of the Town of Medfield and its residents. This might include changes to existing statues, bylaws and regulations, as well as new ones which you feel
should be adopted by the Town. Such items as noise, air pollution, zoning, environmental quality, traffic, parking, or any other areas of concern may be appropriate for review. In the process of reviewing potential changes, you may wish to contact colleagues in other cities and towns, who might be able to offer some insight as to what would be helpful. The Committee has collected by-laws and regulations from several nearby communities. It would be happy to share them with you.

Please send any suggestions for additions, deletions and/or revisions to the Charter and By-law Review Committee by the end of September. Your assistance in this endeavor would be greatly appreciated.

Ann & Mark reject review for best practices by former selectmen

At my request the Board of Selectmen constituted the town’s former selectmen as a Board of Advisers, so that the town could continue to benefit from the depth of knowledge and understanding of municipal governments that they had acquired as selectmen.  Last night I suggested that the Board of Selectmen ask that group to review how we operate the town departments, to make sure that we were using the best practices and the town was being well served in all instances.

Ann and Mark rejected doing so, for the same stated reason, that the former selectmen had been gone too long from town government to still have any useful information.  Too bad, as it is a real lost opportunity for the town.

This was my email to the former selectmen to ask them if they would consider serving in the capacity I envisioned –

John, Richard, Ed, Harry, and Paul,

I do not know if Mike Sullivan ever informed you, but at my request, the Board of Selectmen appointed all the town’s former selectmen to a Board of Advisers, in an effort to harness and take advantage of all that you learned as a result of being selectmen.  My thought was that there was so much learning and institutional memory that happens from being a selectman, that the Town of Medfield should try to make use of those skills that you developed.

Mike and I have talked about asking you to look at the issue of the town’s liability for post employment benefits for medical care, which the actuaries say is something like a $40m. liability number for Medfield, but a state appointed commission is looking into that issue on a state wide basis now (given that every city and town in the state is hugely effected) and they are supposed to report back some time this fall, so we thought it best to hear what the commission says first.

The second task that has occurred to me to ask you all to do, and one that I am going to ask at our selectmen meeting next Tuesday be delegated to your Board of Advisers, is that we ask you to do a top to bottom review of the policies and procedures of every town department, so that we can be assured that the town is using the best practices that are available.  I could envision you meeting with someone like Medfield resident Jeremy Marsette, who is the town engineer for Framingham and the chair of our Water & Sewer Board, to learn what he has seen done elsewhere, and then meet with Ken to see if we are doing those things.  Similarly with Rachel Brown of the Personnel Board, whose consulting practice has her dealing with towns all over the state.

This is the item that I have put on the agenda:

Referral by the Board of Selectmen to our Board of Advisers (comprised of all former selectmen) the request that they conduct a top to bottom review of the policies and procedures of all town departments, to see if Medfield is using best practices, and to report back to the Board of Selectmen on their findings and to recommend what changes should be made, if any.

Please feel free to join the Board of Selectmen at our meeting next Tuesday evening when I will be asking Ann and Mark to join me in asking you to undertake this task and to discuss any details.

BTW, I asked Sandra Muncey about this idea of a council of former selectmen, and she had no interest in participating.
