Mass Historical determined that the Project will have an i'adverse effect" on the Peak House, Clark Tavern, and Main Street Area through the inuloduction of visual elements that are out of character with and will alter the setting of a state Re~ister Property. Mass Historical indicates that it will be consulting with the MassDEP, the Applicant and the Medfield Historical Commission to explore alternatives that would eliminate, :rn:hlimize or mitigate the proposed Project's adverse effect of the visual impacts. The Commission shares the concerns of Mass Historical in addition to its concerns about the Project's impacts to the protected interests discussed below. The Commission would like to participate in ; ' these discussions as they relate to a proposed Project within its jUrisdiction. The Commission denied the proposed Project concluding that the Applicant failed to rebut the presumption that Vme Brook is perennial pursuantto 310 CMR 10.58(2)(a)l.a .. Approximately half of the Project is within Riverfront of Vine Brook and the Applicant failed to ovyrcome the presumption that the area is significant to protected interests. As a result, the PrJject fails to comply with the general performance standards at 310 CMR 10.58(4). The r Applicant filed a request with MassDEP for a Superceding Order of Conditions which the Cmpmission opposes. See attached February 3, 2017 letter addressed to Marielle Stone's attention from the Commission's Special Environmental Counsel. Given the size of Applicant's parcel, approximately 13.78 acres, adjusting the footprint loc~tion and or size of the facility footprint CQuld eliminate, minimize· or mitigate the adverse visya1 impacts identified by Mass Historical, as well as the unacceptable impacts to the wetlands resburces that resulted in the Commission's denial. Any adjustments of Applicant's plan should alsq comply with the wetland bylaw and ensure protection of the vernal pool in the Project area. i Th~ Commission requests the opportunity to discuss any proposals and to review and comment on any plans submitted by Applicant. The Commission reserves all rights and by its i participation does rrotwaive any rights, responsibilities or defenses. Selectman Osler “Pete” Peterson holds regular monthly office hours at The Center on the first Friday of every month from 9:00 to 10:00 AM (his litigation schedule permitting).

Residents are welcome to stop by to talk in person about any town matters. Residents can also have coffee and see the Council on Aging in action (a vibrant organization with lots going on).

Issues that came up this AM at my selectman office hours:

First, a Castle Avenue resident told me that there is a telephone pole that was in the middle of the cul-de-sac that broke off and needs replacement, and he is hoping it can be replaced 15-16′ to the West, out of the asphalt. It is a pole that hosts a guy wire to another pole, now leaning. Also, he abuts the rear of 93-95 North Street and he said that property floods after heavy rains and it takes 3-4 days to dry out at times.

Second, I had discussions with a resident about the town buying their land, how a price might get determined, timing, and their capital gain tax issues.

Third a resident wants to create a dog park in town where dogs can run off leash. I encouraged her to get in touch with the Animal Control Study Committee, and I put her in touch with them. She also had concerns over trucks parked on North Street in front of Nosh N Grog to make deliveries.  She also suggested parking meters – I told her how happy I was that we had a parking problem, because it means things are going on, and I mentioned that a parking study is coming soon, so we will have data from which to make decisions.  I also recounted how Wellesley was always tight on parking when I would commute home at night, until Blue Ginger closed, and now they have plenty of parking.  We now have a similar restaurant effect at night downtown.

Lastly, I discussed senior housing with another resident who hopes for sale price point of $350-500K (with deeded owner profit limitations), preferences for Medfield residents, and town staff assistance in writing a warrant article for the annual town meeting.

The Board of Selectmen will hold a special meeting to address the issue of housing for seniors in Town of Medfield.  All are welcome to attend.

Budget meeting with Warrant Committee and department heads to hear about panoply of financial constraints on town that limit the operating budgets (unfunded OPEB obligations at $48m., unfunded pensions at $18m., deferred building maintenance at $42m.).  Budgets and any annual town meeting (ATM) warrant articles must be submitted this year by December 1 to be included, so as to give the Warrant Committee sufficient time to review.  Mike Sullivan’s preliminary budget requires the use of $1.2m. from free cash to balance, more than is desired.

Meeting with Water and Sewerage and town staff to confirm steps needed to get rates set in a timely manner, where the rates were not last year, when the committee did not get the data when it was needed.  W&S looking at capital projects:

  • painting and refurbishment of the Mt. Nebo water tower this year
  • possible new wells to secure future water supply,
  • possible treatment facility for wells behind Wheelock that contain iron and manganese.

Long discussions about

  • the basketball backboard installed on the town right of way on Rockwood,
  • form of the town administror’s evaluation,
  • getting the Board of Selectmen authority to dispose of Lot 3 on Ice House Road in case the upcoming special town meeting (STM) on the Medfield State Hospital development does not vote to accept the recommended development proposal – the 2014 ATM vote already gives the Board of Selectmen broad authority to dispose of Lot 3 for virtually anything, so no new authority is needed.
  • update from Affordable Housing Trust Committee on status of projects that will keep the town in our safe harbor

Then an executive session to discuss land acquisition, LCB, and pending legal matters.
