Annual Town Meeting

The Annual Town Meeting took action on 34 Warrant Articles. In addition to passing a FY2025 Operating Budget, the Town Meeting voted to approve the MBTA Communities Multi-Family Zoning Article, an amended Dog Control Bylaw and did not approve the authorization for the sale of the Hinkley North property. A full listing of all the Town Meeting actions can be found on the 2024 Annual Town Meeting site. 

The bylaw changes will first need to be approved by the Attorney General and review takes approximately ninety (90) days before the new bylaws will become official.

Medfield Annual Town Meeting, May 1, 2023 at 7pm…

To my Medfield friends and neighbors:

Spring is here. Delightfully unfolding all around us in Medfield. We have a wonderful place to call home as April turns towards May. And in the spring, I have the pleasure and privilege of inviting you to attend our Annual Town Meeting on Monday evening, May 1, 2023 at 7:00pm. We come together as a legislative body. We conduct the business of the town as citizen legislators. And we do it as friends and neighbors.

Please join us. We discuss, debate, deliberate, and decide. We focus on the important matters described in the town’s 2023 Warrant Report. We have 32 Articles to consider this spring, including budgets and local laws and regulations.

Please join us. The home of the town meeting is the Amos Clark Kingsbury High School gymnasium. Respecting schedules and time demands, we legislate in one-evening (usually). By charter, we gather on the first Monday of May. We come together live and in-person. We speak directly with one another. Every Medfield voter is invited, and every attendee participates as a legislator with a voice and a vote.

Please join us. We continue a heritage of direct, open, democratic, participatory self-government. We hear from our Warrant Committee. Our executive branch of government faces the community. Our collective judgement sets the budget and town objectives for fiscal year 2024. Our collective determinations set the course for Medfield’s future.

Medfield Town Moderator is Reaching Out: Can We Talk?  Scott McDermott using a series of Open Forums and Open Letters to connect with the community. He has important appointments to make and would like to have ‘a conversation with the town.’

I have 6 or 7 appointments to make (4 SBC and perhaps 3 to WC), so it is an important time for me to have a conversation with the town.

Hello Medfield:
I hope you’ve had a great summer, around town or wherever your travels may have taken you. I enjoy the annual rhythm of Medfield, and how the beat slows down a little during the heart of the summer. And now, as we get deeper into August, the familiar tempo begins to return.
It is an important time for our community. For me as Moderator, it is filled with a unique opportunity, but also a big challenge. To be successful, I need to create a conversation with all of you in Medfield. I need a dialogue that will prepare, guide, and enable me, as Moderator, to make six or seven highly significant appointments.
First, I have two or three appointments to make to our Warrant Committee. Making these appointments, annually at this time of year, is not new to me as Moderator. I’m proud of the heritage of the committee’s excellent service to the community. They do a great job. The Warrant Committee is the key advisory committee to our legislature -- the Town Meeting. They have stepped-up in a big way for our community in recent years as we have addressed a wave of important issues. Bringing talented, committed, and collaborative neighbors to Warrant Committee is an annual privilege of the Moderator.
And, per our vote on a bylaw amendment at our Annual Town Meeting, I have four appointments to the new School Building Committee. I am honored to have the opportunity to appoint three citizens at-large and one member of the Warrant Committee. It is time for Medfield to move forward renewing our commitment to elementary education. In Medfield, we are about being a great community with great schools. We need to come together. We need to go forward as a smart, collaborative, civil, and open town. This fall’s appointments to the new School Building Committee will be instrumental to ‘coming together’ and ‘moving forward.’
Now you can see why I need a conversation with the town! I need to hear from more neighbors. I need to understand differing perspectives. I need to meet a whole lot of new friends. And, although the conversations need to be focused on the Warrant Committee and the School Building Committee appointments, we also have a need to ignite separate conversations about both the spirit of volunteerism and open town meeting in the 21st century.
So, how will I be connecting with you? First, I will begin the conversation by hosting Open Forums. The first three forums are scheduled for:

Wednesday September 14, 7:00pm Medfield Town House live and on Zoom

Trinity passed at STM, almost unanimously

The special town meeting (STM) last night went quickly, and resulted in a virtually unanimous vote to proceed with the Land Disposition Agreement (LDA) with Trinity Financial to build 334 units of rental apartments (25% affordable) in the existing buildings at the former Medfield State Hospital site. Over 800 residents were spread out between the gym, a tent in front of MHS, and a separate air conditioned area for seniors in the MHS library.

The Select Board and Trinity signed the LDA last night. Next Trinity will begin its permitting.

The proposed new School Building Committee bylaw was the sole controversial issue at the annual town meeting (ATM) last night. It passed by a vote of 162 – 149.

ATM fails to gain quorum – town will try again next Monday

The annual town meeting (ATM) failed to achieve a quorum (250 voters) last night. As a result the town meeting was postponed to 7 PM next Monday at the Medfield High School gym. The attendance got to only about 200.

Dick Judge suggested that all in attendance be exempted from their property taxes, and all in attendance agreed.

Moderator seeks members for charter review committee

From the Moderator –

The Board of Selectmen voted to request Scott McDermott, Town Moderator, appoint seven members to a charter review committee to draft charter amendments or bylaws which will govern the appointment of Medfield’s next school building committee. The committee will offer their amendments or bylaws as an Article for consideration at our Annual Town Meeting on May 2.  The appointment of the committee was authorized by the passage of an article sponsored by citizen petition at the 2021 Annual Town Meeting. The Moderator expects that the thrust of committee’s work will be from late February to early April.  Any Medfield registered voter interested in serving on the committee should send an email to Scott at: medfieldtownmoderator@medfield.net no later than February 15.
