SJC upholds MBTA Communities Act, but guidelines currently unenforceable

From the decision:


Conclusion. For the foregoing reasons, we declare that the
act creates an affirmative duty for each MBTA community to have
a zoning bylaw that allows for at least one district of
reasonable size where multifamily housing is permitted as of
right, as dictated by G. L. c. 40A, § 3A, and that the act’s
delegation of authority to HLC to promulgate guidelines does not
violate art. 30 of the Massachusetts Declaration of Rights. We
further declare that the Attorney General has the power to bring
suit for declaratory and injunctive relief to enforce § 3A and
its corresponding guidelines. However, because HLC’s current
guidelines were not promulgated in accordance with the APA, we
declare them ineffective and, as such, presently unenforceable.

Volunteer Fair Seeks to Engage Community

Medfield TV and Sustainable Medfield have joined forces to organize a community-wide volunteer fair from 11 a.m. to 1 p.m. on Saturday, Jan. 11 at United Church of Christ Church, 496 Main St., Medfield. 

Medfield residents interested in volunteering are encouraged to visit the fair to learn about various organizations seeking help, and to obtain information on specific opportunities. Blue Moon Bagel Cafe will be providing refreshments. 

Not-for-profit organizations, community groups based in Medfield or that have Medfield connections, and town boards and committees are encouraged to sign up to participate with a volunteer recruitment table using the URL for this form: https://shorturl.at/M6pAZ. A small fee is requested, and additional time is needed for set up and breakdown (details on form).

I hold regular monthly office hours at The Center on the first Friday of every month from 9:00 to 10:00 AM. 

Residents are welcome to stop by to talk in person about any town matters. 

3 Harding Intersections document

This is the VHB document shared with me last week.

3 Harding Street Intersection Options

VHB has provided the town its analysis of the suggested options for the three Harding Street intersections that are to be redone as part of the Medfield State Hospital site redevelopment:

At Hospital Road – 3 options.

At West Street – 2 options.

At North Street – 3 options.

These will be discussed at the Select Board meeting on January 7 and voted on January 21.

My choices are, for the combined reasons of safety and traffic flow:

3 way stop at Harding and Hospital – allows Hospital traffic to turn left in AM.

West Street stop.

Roundabout at North Street – safety and traffic flow justify the added cost.

His legacy lives on through the Peter Kenny Memorial Scholarship, given annually to Medfield High School Seniors who explore their passions through volunteering at Medfield TV.

MSH earned another APA award this week

Former Town Planner, Sarah Raposa, had put the Medfield State Hospital project in for the Massachusetts Chapter of the American Planning Association’s 2024 Community of the Year Award for our work on the reuse and development of the former Medfield State Hospital site. Town Administrator, Kristine Trierweiler and Sarah traveled to Sturbridge this week to pick up the award.

The Medfield State Hospital and Steve Nolan were both honored a few years ago for the Medfield State Hospital project as well, the posting about which can be found by searching this blog. From memory Steve Nolan was the APA Massachusetts Chapter Volunteer of the Year at that time for his work chairing the Medfield State Hospital reuse committee.

MSBA voted Medfield in

I attended the Massachusetts School Building Authority meeting this afternoon at the request of the Superintendent to represent the Town of Medfield Select Board, and I am happy to report that the MSBA just voted to accept Medfield back into its program.

School Committee Chair Michelle Kirkby shared the town’s remarks and thanks.
