My regular monthly selectman office hours are at The Center on the first Friday of every month from 9:00 to 10:00 AM (this Friday).

Residents are welcome to stop by to talk in person about any town matters. Residents can also have coffee and see the Council on Aging in action (a vibrant organization with lots going on).

I can be reached via my cell phone at 508-359-9190 or my blog about Medfield matters, where any schedule changes will be posted

ATM will be first Monday of May starting 2020

The annual town meeting (ATM) will change from the last Monday in April to the first Monday in May, starting in 2020, per the special town meeting (STM) vote, which has been approved already by the Attorney General’s office (copy attached below).

Chapter 43B, Section 10 (c), requires the Attorney General to furnish “a written opinion setting forth any conflict between the proposed amendment and the constitution and laws of the commonwealth.” We do not find any conflict between the charter amendment vote adopted under Article 9 and the Constitution or laws of the Commonwealth (“state law”). Our review is confined to the proposed charter amendment reflected in Article 9 and submitted to us for review and does not include a review of the existing text in the Town’s charter. The Town should consult with Town Counsel to ensure compliance with the charter amendment procedures established under G.L. c. 43B, §§ 11 and 12, including the filing requirements for approved charter amendments which states in relevant part: Section 12. Certificates in quadruplicate shall be prepared setting forth any charter that has been adopted or revised and any charter amendments approved and shall be signed by the city or town clerk. Proposed Zoning Amendments for ATM 2019

RE: Proposed Zoning Amendments for ATM 2019

  • Proposed “Upper Spring Street Overlay District” (series of 4 articles) – proposes to revert this area to pre-2017 zoning for a portion of Spring Street / Rt 27 where increased density may actually be appropriate (with added review criteria). The Planning Board heard some opposition to the density reduction in 2017 from a group of residents in this neighborhood and agreed that while they did have a uniqueness to their area, it was too late to try to pull their neighborhood from the RU district in the months leading up to ATM 2017. The Planning Board pledged to revisit the topic after town meeting (and has since discussed informally at public meetings amongst themselves and the neighbors). The Planning Board thinks this overlay district provides the options that the neighbors were after without creating a burdensome zoning amendment. There are some advantages to having at least one by-right multi-family zoning district and is worth the broader discussion.
  • Rezone the West Street / Peter Kristof Way area from Residential Suburban (RS, 20k sf single family house lots) to Business Industrial (commercial) which will make the area more compatible with surrounding land uses.
  • Update the Use Table with proper citations (provides consistency in the terminology used within the Medfield Zoning Bylaw which should have been updated in 2014 with the codification process; “housekeeping”)

Hard copies of the proposals are in your mailboxes and a pdf version is attached as well as on the Planning Board’s webpage.

 

There will likely be one more proposal but it hasn’t been advertised yet. Its an update of the ZBA’s special permit criteria (to match the PB’s SP criteria adopted in 2017). Mark Cerel provided the draft amendment last week and the PB and ZBA are holding a joint meeting next week to review.

STM – 3rd try

Thank you Bill and Patti for alerting me to the blog being off line.  When I looked into it this morning, it turned out to be because I had upgraded to a paid subscription to eliminate the ads, and WordPress had asked me to verify things via an email sent to a gmail account I never use, so the account had been suspended.  Now all verified and back in business.

Not sure why all the pages have not been posting, but here is the missing first page.  Since posting all of the pages seemed to cause the problem, I will just post the one page that got dropped before.
