Westboro voters OK purchase of hospital land Worcester Telegram

WESTBORO — Special town meeting voters Monday night approved the $2.2 million acquisition of approximately 90 acres of the former Westboro State Hospital 

Town voted 2-1 to buy land

About 1,500 people voted today and the yes vote won by 2-1, in favor of the town buying the Red Gate Farm 31 acres.

Demo at MSH

I noticed while jogging at the Medfield State Hospital this weekend that the maintenance building was already down.  They just needed to clean up the broken concrete pieces and clean up the site.

The stable building is already prepped for its demolition, but has not yet been brought down.  For me it is too bad the stable building deteriorated to the point of being unsafe, as the stables was my favorite building at the Medfield State Hospital, and I always thought it would have made an interesting house.

Removal of the maintenance building will allow DCAMM to further explore the clean up of the volatile organic compound (VOC) plume that seems to emanate from under that structure.  That VOC plume will be remediated by pumping air into the ground.

Election today

Today is the paper ballot election at The Center on the debt over ride question of whether the town should buy the 31 acre Red Gate Farm Property for $1.4 m.    The polls are open until 8 PM.  When I voted at 8 AM, I was #25 in Precinct 1 to have voted, so with four precincts maybe about 100 people total had voted.  That makes it look like it will be a really light turnout of our 8,000+ registered voters in town.

BoS agenda for 10/22

The Board of Selectmen will hold it second, and now regular fourth Tuesday of the month, meeting next Tuesday, October 22.  We are using the additional meeting to fit in things that we have not been getting to at our regular two monthly meetings on the first and third Tuesdays of every month.

Evelyn Clarke has distributed the following as our work for next Tuesday –

  • 7PM – Permanent Building Committee member John Nunnari (other members?) and Fire Chief Kingsbury have an appointment to present a briefing on the status of the proposed public safety building;
  • 7:20 – Ros Smythe will be coming to request the Selectmen vote to award the “Public Visioning Process” contract for the town’s due diligence investigation of the possible purchase of the Medfield State Hospital to Howard/Stein-Hudson Associates.  A copy of their proposal was attached; and
  • 7:35 the Insurance Advisory Commiittee will report to the Board.

Election Monday 10/21

Medfield has an election this coming Monday, October 21, 2013 to determine  whether to purchase the 31 acre Red Gate Farm property for the price of $1.4 m. that was negotiated by developers with the owner, Robin Kenny.  The purchase passed at the special town meeting (STM) last week, but the purchase only happens if it also has passed at the election ballot on Monday.

I support the town’s purchase, and wanted to explain why.

The town has a right of first refusal to buy the property because of the fact that the property for years paid little real estate taxes because the Kenny family had placed it in G. L. c. 61 designation as forest lands – the state encourages forest holdings by providing for lower real estate taxes.  Then, in exchange for the lower real estate taxes, the town gets a right of first refusal when the property comes out of forestry designation, and that is what is happening now.

The developers have fully permitted a seven lot subdivision on the property.  I find it to be a nicely crafted and a sensitive development, but I have decided that the town will be better served by buying the property for the following reasons:

  • town residents will get greater rights of access to the whole 31 acres if the town owns the land, than if we only have the right of way across the land.
  • it is more important to me that the town own and control this land where it is adjacent to the 25 acres scout lands to the South.
  • the price seems remarkably reasonable to me, for what the town will get.

However, town ownership does come at a cost, and voters will have to determine for themselves whether they are so interested in the town ownership that they are willing to personally pay, albeit at a great price, to acquire the land.  For me, the benefits outweigh the costs.

I hope that everyone will vote on Monday.

MCPE community trivia night – 11/15

I just registered “The Toadies of the Town Hall” for the Medfield Coalition for Public Education’s Trivia Night, so everyone else better step aside and clear a path for us, as we are planning on winning.  I cannot imagine that anyone will be brave enough to take us (Mike Sullivan, Mark Fisher, Scott McDermott, and me, “The Trivia Tuna”) on – – –

On being a selectman

Medfield Cares About Prevention (MCAP) meeting this morning at Medfield High School.  Great PowerPoint presentation by MHS senior Laura Navalta, who stood in for her mother, Susan Anderson-Navalta, who had to be elsewhere. Laura provided a great and insightful presentation.

Medfield failed again this year to get the federal grant monies totaling $625,000 over five years.   MCAP will continue as a volunteer effort to assist our youth.

Lots of substantive discussions about what is to be done this year, with planning focusing around public forums on the data derived from both the parent surveys conducted in town and the student surveys conducted by the MetroWest Community Health Care Foundation (www.mchcf.org).

Top issue for MHS freshmen per the transition survey they took in September was stress (67.6), followed by having received a poor grade (63.3), fear of making mistakes (22.4), dealing with new/changed situation (21.9), feeling sad or depressed most of the time (11.4), rumors/gossip (10), and half a dozen other lesser ones.
