Selectman Osler “Pete” Peterson holds regular monthly office hours at The Center on the first Friday of every month from 9:00 to 10:00 AM (his litigation schedule permitting).

Residents are welcome to stop by to talk in person about any town matters.  Residents can also have coffee and see the Council on Aging in action (a vibrant organization with lots going on).

I got the date wrong – the informational meeting about the CPA at the Zullo is on 12/10 at 7PM, not 12/7 as I had previously posted.

Former Mozer property to be a 40B

A 40B development will apparently be going in on the Hospital Road land formerly owned by Keith and Debbie Mozer, which is next to the former Medfield State Hospital fields.  A 5 lot development is thereby converted into a 30 lot one.  This email today from the Town Planner, Sarah Raposa –


 

Planning Board members –

Just wanted to keep you in the loop on this: The 5-lot Country Estates subdivision was recently sold to the Larkins (developers of Glover Place on North Street). They came in today to let me know that they intend to develop the property as a 40B. It will be similar in design and density to Glover Place (with a first floor bedroom). At that point don’t know exactly how many units to expect [but Glover Place is approximately 6 units per acre, so maybe 30 units?]. The units will be ownership and 25% will be affordable and count towards the Town’s subsidized housing inventory (and land area calculation). They suspect that they’ll have a formal application to submit to the town in approximately 30 days.

Angel Run Sunday at 2PM – run or help!

We are in the home stretch in preparing for the MFi Angel Run. With over 1,000 preregistered runners and a sunny day in the forecast we expect a great crowd.

We still need lots of goodies for the post race party. Many can be bought: water, hot cocoa mix, snack bags or home baked. This is Medfield’s finest weekend starting with the Christmas tree lighting, Saturday’s parade and ending with the Angel Run on Sunday. Be an angel and sign up for a small volunteer job!

MCPE online auction through Friday

The Medfield Coalition for Public Education’s (MCPE) Online Auction of Treasured Experiences went live on Cyber Monday! Be sure to check it out, as there are more than 130 teacher experiences and community donations that would make excellent holiday gifts. The auction will remain open until this coming Friday, December 4th at 5PM. Be sure to check back often and help us raise money to fund new initiatives in all five Medfield public schools.

CPA meeting 12/10 at 7pm

Adopting the Community Preservation Act is a way for Medfield to save money on our property taxes – it saves us money because of the state  matching money.  This year Medway is getting a state match at over 40% of what they paid in to their CPA fund, because they do the CPA at 3%, like we should be doing.  Medfield is already paying in to the money being distributed to the CPA towns, but we do not share in the payout because we have not yet adopted the CPA.

The letter below is from the newly formed town committee exploring the CPA for Medfield.

Dear Community Member,

Care about preserving Medfield’s unique character?  We urge you to join us at *7 p.m. on Dec. 10 at the Zullo Gallery* for conversation, wine, beer and bites to eat so you can learn more about the Community Preservation Act (see attached flyer for basic points).

We’ve all witnessed rapid changes taking place in Medfield over the years. Numerous historic structures have disappeared or are at great risk of disappearing; open space is  threatened by development pressures; affordable housing for our seniors is desperately needed; and a costly recreation project will be proposed to Medfield taxpayers at the 2016 Town Meeting.

At the same time, it was recently announced that $36 million in funding will be distributed to 156 towns across the Commonwealth specifically earmarked for preservation of open space, historic structures, affordable housing, and recreation, but Medfield will not be among the towns receiving any funding. Why? Because we have yet to adopt the Community Preservation Act (CPA).

In towns that have adopted the CPA, taxpayers will be receiving an almost 30% return on their investment this year alone.

So what can you do?  Join us at the Zullo Gallery on Dec. 10!  This is an opportunity to be among a group of concerned citizens working to educate fellow residents about the Community Preservation Act, and to see who might want to play a role in getting it adopted in the town of Medfield. Sports complex for Lot 3 withdrawn

The proposal for an indoor sports facility on Lot 3 off of Ice House Road was formally withdrawn today by means of a letter from the attorney to the Economic Development Committee. A copy of that letter appears below.

The Medfield State Hospital Master Planning Committee had previously voted unanimously within the past month and written last Monday to the Board of Selectmen that the MSHMPC recommended no action on the Economic Development Committee’s pending RFP for the lease of Lot 3 until the planning process for the MSH property was completed.  The MSHMPC has been targeting Lot 3 and the Hinkley lot for senior housing due to the synergies of its location next to the The Center and the agreed need for such housing in town.  A copy of the MSHMPC’s recent missive to the BoS is also attached below

Re: Economic Development Committee – LOT 3 Proposal

At the duly posted meeting of the Medfield State Hospital Master Planning Committee on October 7, 2015, the Committee approved a motion to recommend that the Town should not proceed with the leasing proposal for a private athletic facility on Lot #3 Ice House Road pending completion of our development plan for the former state hospital and surrounding properties. Five members supported the motion, while two abstained from the vote, and one member was absent. The Committee believes that Lot #3 Ice House Road and the Hinkley property may be ideal sites for possible senior and/or affordable housing as they have the twin virtues of being in the vicinity of the Center and not being subject to the sales partnership model, which requires sharing of sales proceeds with the State. As you know, the Hinkley property and Lot #3 were included within our charge when the Selectmen appointed us to work on a master plan for the former MSH property. The Committee is considering plans for a phased development of the Town-owned property in the vicinity of the former MSH and the possible sale of the Hinkley property and Lot #3 might provide a short term response to the demand for additional senior housing in Town while also providing possible seed monies for use in re-developing the MSH property. While any disposition of Lot #3 and the Hinkley property would require a competitive bidding process, we believe that if the properties were re-zoned to allow for some combination of senior and affordable housing they might well command a significantly higher price than available under current zoning.

Re: Future Development of Ice House Road Lot 3

Dear Sarah:

Please consider this letter to be confirmation of Medfield Investment, LLC’s
willingness, along with the Town, to terminate and/or have deemed withdrawn its previous submittal of a Proposal to enter into a Long Term Ground Lease with the Town of Medfield for the development of a sports facility on the property commonly known as Ice House Road Lot 3.

To the extent necessary, Medfield Investment LLC releases the Town from any
obligations that the Town may have had to respond to its Proposal, and likewise
considers this letter to be a corresponding release by the Town of any rights, duties or obligations that Medfield Investment, LLC may have had to the Town.
With the different recommendations from the State Hospital Committee and the
EDC, it was recognized that the timing to move forward with this proposal now was not optimal and that it would be best to withdraw gracefully at this time. Thank you to the many people who gave this matter attention. I understand that you will bring this letter to the attention of the Town Administrator, Mr. Michael Sullivan and to the Selectman.

Vic Cevoli photos of MSH

Hi Osler, it’s been a while since I’ve sent along photos from the Medfield Hospital project.  Here’s a quick update.
It seems that each time I photograph the property it presents a different facet of itself.  This past Saturday was no exception.  The weather was most unpleasant and the resulting photographs captured the dark and dreary mood that I observed that morning.  They are by no means “beautiful” photographs, but I believe they have a role to play in the story.

Eagle Scouts John Walsh & Ethan Murby

At the UCC this afternoon was the Eagle Scout Court of Honor for John and Ethan, back from college for the ceremony.
