Selectman Osler “Pete” Peterson holds regular monthly office hours at The Center on the first Friday of every month from 9:00 to 10:00 AM.

Residents are welcome to stop by to talk in person about any town matters, and no appointment is necessary.  Residents can also have coffee and see the Council on Aging in action (a vibrant organization with lots going on).

Peterson can be reached via 508-359-9190 or this blog, where any schedule changes will be posted.

Sarah Raposa this week circulated the current draft of the town’s draft proposed Housing Production Plan 20161003-sr-updated-hpp-draft-from-roberta-10-03-16-for-10-17-16.

This is the Housing Production Plan that both the planning board and the Board of Selectmen will consider, and hopefully vote to approve, at our joint meeting on October 17.  If both bodies approve it that evening, it is next submitted to the state for its approval, and we are told that usually takes a month of two.

Great article in Design New England on Jay and Janet Hajj’s renovation of their home on Wright Street.  Jay is a chef and now has a 1500 sq. ft. kitchen.  Clearly worth the two year wait – beautiful results.

This email was forwarded by Mike Sullivan this afternoon, which email explains that the coalition of towns appealing the new federal stormwater regulations is entering a  litigation phase.


Dear MS4 Contributors,

 

The following update was provided to MCWRS members via our newsletter. I also wanted to share the latest information with those of you who have contributed to the appeal or plan to.

 

On August 24, 2016, MCWRS and the Town of Franklin jointly filed a Petition for Review of the U.S. Environmental Protection Agency’s (EPA’s) Final MA Small Municipal Separate Storm Sewer Systems (MS4) General Permit with the First Circuit Court of Appeals in Boston. Prior to the MCWRS/Franklin appeal, the Center for Regulatory Reasonableness (CRR) filed an appeal in the Court of Appeals for the D.C. Circuit, in Washington, D.C. Several events have occurred since these two initial filings. Three additional appeals were filed in the First Circuit – by the City of Lowell, the National Association of Home Builders/Home Builders Association of MA, and the Conservation Law Foundation/Charles River Watershed Association (CLF/CRWA).

The U.S. Department of Justice (on behalf of EPA) has filed a motion to transfer the appeals filed by MCWRS, Lowell, National Association of Home Builders, and CLF to the D.C. Circuit. The transfer request was triggered by the CRR appeal first filed in the D.C. Circuit, and EPA’s submittal of the Administrative Record Index to that court. The appeals are expected to be transferred. Meanwhile, in the First Circuit, MCWRS/Franklin filed a motion to intervene in the CLF/CRWA appeal on the ground that other parties in that case (i.e. EPA) would not protect the municipalities’ interests in that case. CLF/CRWA’s position is that the MS4 Permit does not go far enough. CLF/CRWA have filed motions to intervene in all of the pending appeals.

Our attorneys are prepared to submit briefs and oral arguments in the Court of Appeals for the D.C. Circuit. We will continue to keep you apprised of events related to this critically important action to protect Massachusetts communities’ interests. Going forward, now that the appeal is filed all communications between MCWRS and its attorneys are privileged and confidential. Additionally, since as public agencies you are all subject to public records laws, we do not want to supply updates via email that may include sensitive information and strategies. Instead, we think a periodic conference call may be the safest and best way to provide our supporters with updates. Of course, we would also not want you to share details of the call content via email with anyone else in your department or other town staff as they would be subject to the same public records regulations. Please let us know if you have any questions or concerns about our planned approach to keeping you updated.

Millis to close/detour Dover Road 10/12 – 12/19

We just found out yesterday by accident that Millis plans to close or detour traffic off Dover Road starting Tuesday October 12 until December 19 in order to replace a water main. With about 8,000 cars a day using Dover Road and West St. the implications for traffic delays and backups in Medfield, particularly along Route 109 are potentially severe. I met with the Police and Fire Chiefs, the Director of Public Works and Kris this morning to see what we could do to ameliorate the situation. We have set up a meeting for 1;00 P.M. tomorrow at the Medfield Town Hall with The Millis Fire Chief, acting Police Chief and acting Public Works Director to discuss this. We have learned that, initially, traffic in Millis will be detoured from Dover Road along Bridge St (Millis’s Bridge St. not ours) to Route 109 and also from Route 109 along Bridge St (again Millis’s Bridge St.) to Dover Road, as the construction is will start at Route 109 and Dover Road. The is will certainly create problems initially, but what we also need to deal with is how traffic will be handled when construction reaches Bridge Street in Millis and proceeds eastward towards Medfield. At least we hope we will have time to address that situation in advance, unlike what we have to address next week. We will let you know how we make out tomorrow, but Medfield should expect some problems from these detours, given the heavy volumes of traffic on both Route 109 and Dover Road/West St. Mike

SJC allows same sex parentage amongst separated unmarrieds

A decision  by the Supreme Judicial Court today allows an unmarried same sex, non-biological parent, after a separation, to establish parental rights the same as heterosexual couples may.  The case involves a failed relationship between two women, where the non-biological parent seeks to establish parental rights to the children of the relationship.The court noted:

On the
basis of these allegations, Partanen’s complaint sought a
declaration of parentage pursuant to, among other things, G. L.
c. 209C, § 6 (a) (4). That statute provides that “a man is
presumed to be the father of a child” born out of wedlock if
“he, jointly with the mother, received the child into their home
and openly held out the child as their child.”

 

And the court then held:

In addressing Partanen’s claims on direct appellate review,
we consider the question whether a person may establish herself
as a child’s presumptive parent under G. L. c. 209C,
§ 6 (a) (4), in the absence of a biological relationship with
the child. We conclude that she may. We conclude further that,
here, the assertions in Partanen’s complaint are sufficient to
state a claim of parentage under G. L. c. 209C (statute).

This month I would like to take the opportunity to introduce our newest Town Fund- the Medfield Foundation Legacy Fund.
One of our strategic initiatives has been to establish Town Funds. These permanently endowed funds work to improve the quality of life for all residents. Each Town Fund is led by a community board that has a deep understanding of local needs and the nonprofits that address them. The board members oversee fundraising, review grant applications and recommend projects to receive funding.

Town Funds support innovative programs and services that help make life safer, healthier and more enjoyable for all members of the community. We are proud to be able to serve the residents of Medfield in this way.

 

We look forward to working with the Medfield Foundation, whose partnership is vital to the success of the new fund.

On Medfield Day, September 17, the Medfield Foundation Legacy Fund was announced as the newest Town Fund of the Foundation for MetroWest. It joins three other Town Funds at the Foundation: The Fund for Wellesley, Community Endowment of Lexington, and Southborough Community Fund.
The Medfield Foundation Legacy Fund, as the name implies, is founded in partnership with the Medfield Foundation, Inc. (MFi), an established nonprofit in Medfield. Area residents may be familiar with its popular winter event, the Angel Run. Board President Evan Weisenfeld explains that the new fund with the Foundation for MetroWest was started because “we truly believed that people in our community would want to leave a lasting legacy for the town they loved but we needed to find a way to make the effort more manageable….the fund will be a permanent source of funds geared specifically to improving the quality of life for our community.” He goes on to say that the board is looking forward to working with all nonprofits and town agencies serving Medfield to address current and future needs of the community.

Janet Kern, Director of Town Funds at the Foundation for MetroWest, explains that the Town Fund program is an “opportunity for all those who are interested in their community to consider the many ways that philanthropy might have an impact in their town for the future.” In Medfield, she believes that the fund “will reinforce and encourage the connections and sense of community that is already so strong in Medfield, thanks in large part to the work of the Medfield Foundation over so many years.”

As the Medfield community moves into the future, we are excited to see how the Medfield Foundation Legacy Fund will build on the history and spirit of generous giving in Medfield, and empower donors who want to make a difference in their community, now and in the future.

Fighting Hunger at Gaining Ground in Concord

 

The Foundation for MetroWest granted $120,000 to local hunger relief agencies in 2016. This is a 10% increase over 2015 in grant funding… but that was not the only increase this year. The Foundation doubled its support to organizations that primarily identify as farms, a strategic move that aligns the MetroWest Hunger Relief Fund’s focus with a key recommendation outlined in the 2014 MA Local Food Action Plan: increase the production and consumption of Massachusetts-grown foods. We spoke with one farm grantee, Gaining Ground Farm in Concord, about how this grant will impact their work.

One of our former YIP students, Kate Guttilla from Needham, has been accepted to the Youth Philanthropy Connect Leadership Team. This is a national board of youth advisors to the California-based Frieda C. Fox Family Foundation. Kate will help contribute to the development of Youth Philanthropy Connect, and assist with their regional conference, held in Waltham on November 20. All students are welcome to attend the free regional conference!

SPIRIT OF PHILANTHROPY

 

Penelope Turton

Stearns Farm CSA of Framingham was created through the friendship of two women, Margaret Welch and Penelope Turton. In 1954, Margaret Welch owned the land on which her friend Penelope Turton began the farm. Welch eventually donated the land in 1975 to the Sudbury Valley Trustees, stating that she hoped the Trustees would allow Turton to “continue use of this tract for farming.” Turton, originally from England, fell in love with farming and worked the land of Stearns Farm from 1954-1990. In a 1990 interview with the Boston Globe, Turton reflected on her decision to start a farm, “I decided to try to see if there would be any fun and any money in farming. I’ve been doing it ever since.”
Today, thanks to the generosity of Margaret Welch and the vision of Penelope Turton, Stearns Farm CSA is still a working farm. To become a part of this historic legacy, shares in the farm’s summer 2017 CSA open in October.
