Gatehouse response to town

Gatehouse’s engineering firm, Merrikin, delivered a letter today to the Zoning Board of Appeals that responds to the points raised by the town, point by point, over 25 pages.

On being a selectman

I attended the Lyme disease study committee meeting last night, and learned about their trip to Weston to assist that town getting started with a controlled hunt, the posting around town of tick warning signs donated by one of the hunters, and plans for the hunt this fall.  The Lyme disease study committee is really well run, and inspires a lot of confidence in me, just as the Water & Sewer Board and its consultant did last Thursday.

BTW, the biggest part of the $18 m. capital projects over 20 years for the water department was $2.7 m. for a new water tower at the Medfield State Hospital site.  There is a question of whether the rivets can stand to be sand blasted when it needs to be repainted.  Even if that Medfield State Hospital water tower can have its life extended by repairs, where it is at the wrong height in relation to the Mt. Nebo water tower (16′ too low), so it does not make sense to spend much money on it.

Next I caught the end of the Zoning Board of Appeals continued hearing on the Gatehouse 40B application for the West Street site.  From what I caught, last night appeared to be a presentation of the traffic study that the applicant had prepared.  Chief Meaney was presenting when I arrived.  Nice to see three of the town’s consultants (legal, planning, and traffic) in attendance – I got the sense that the town is getting really good advice, as I know that both Mark Bobrowski and Judy Barrett are top notch.  The Zoning Board of Appeals also selected its consulting architect last night.  The town has a financial consultant who will analyze the project, once it is finalized.  All consultants are being paid for by the applicant.  The ZBA set its next continued hearing date for July 23, and will take a site visit at a date to be determined.  The ZBA allowed anyone in attendance to ask questions last night.  The ZBA is handling what is a complicated process on an extremely detailed set of facts involving a controversial project in such a fair manner that it also inspires a lot of confidence in our town government.  Anyone who feels strongly about the project would be well served to attend and witness the fair and impartial process unfold.

I did not cross paths with my selectmen colleagues last night, as is often the case.

40B and affordable housing

The Board of Selectmen has asked the town’s Affordaable Housing Committee to develop an affordable housing production plan, and the Board of Selectmen is currently seeking people to join the Affordable Housing Committee to assist in the creation of that affordable housing production plan for the town.

The affordable housing production plan is what defines the town’s policies and goals in terms of affordable housing, and having and implementing an affordable housing production plan can also provide protection against unwanted 40B developments.

Gatehouse presents to the town on its 40B proposal

Gatehouse came to Medfield twice yesterday, to present the same materails both times, first to the town administrators in the morning and then to the Affordable Housing Committee in the evening. I attended the evening meeting.  The main points I picked up:

  • Gatehouse plans to hold complex for the long term
  • units will remain affordable for at least 30 years, and probably 50 years
  • # of 3 bedroom units is dictated by DHCD, and cannot change
  • town can get two years protection from other 40B developments from this one if we adopt an Affordable Housing Production Plan that includes this one (protection maxs out at two years)
  • 24/7 management on site
  • buildings cannot be moved back from West Street (as I requested) due to the wetlands
  • rent levels are set low (that is the affordable part), but tenant payments of rents are not otherwise subsidized
  • no balconies
  • sidewalks not yet planned from the site to the rest of the town
  • they promised a projected # of school children and turnover rates based on surveys of their other complexes
  • $25 m. expected cost

Gatehouse to AHC tonight at 6:15 PM

Gatehouse representatives met with town  personnel this morning, and will meet with the town’s Affordable Housing Committee this evening at 6:15 PM, at the Town House.  This was the email from Mike Sullivan this morning when I emailed to ask for the time of the AHC meeting –

“It’s at 6:15 pm. in the Selectmen’s meeting room. The meeting this morning went until about 9:45 Kris took notes and will put them on the web site. Gatehouse had three people there, Brian McMillan, vice-president from Gatehouse, James Koningisor from Koningisor, Luciano & Associates (construction management/owners representation) and Ted Cannon their attorney. They gave a presentation, and answered questions. They will be repeating this tonight at the Affordable Housing Committee meeting.”

Gatehouse 40B & the Affordable Housing Committee to meet

Mike Sullivan just told me that Gatehouse is meeting tomorrow evening with the town’s Affordable Housing Committee.  I have asked and he has not yet told me the time of that meeting. I am also waiting to hear back from his polling of the Affordable Housing Committee members whether they are interested in creating an affordable housing production plan for the town, so that the Board of Selectmen can figure out whether a new citizen advisory committee on the 40B issues is needed.

The town is also holding a working meeting with Gatehouse, at which the Board of Selectmen will be represented by Ann Thompson, where she is taking over as chair at the next meeting of the Board of Selectmen.  Judy Barrett, as the town’s newly hired 40B consultant, will also be at that meeting.

Consultant hired for 40B and MSH

Kristine Trierweiler, Assistant Town Administrator, just notified me that the Town of Medfield has retained  as our consultant on 40B issues (and MSH issues) the person she had recommended:   “Judi Barrett and the firm she works for Community Opportunities Group. They are very interested in assisting the Town in the review of the 40B and will attend the meeting with Gatehouse . . . I have also had discussions with her firm regarding assistance with the feasibility study/impact analysis review of the State Hospital project and they are interested in consulting with us on that as well.”

The town has scheduled a meeting with Gatehouse about its 40B proposal on West Street for next week.  I will attend as the representative of the Board of Selectmen.  I have suggested to Mike Sullivan that he arrange to have the state approved 40B consultant, Judy Barrette sit in with the town at that meeting.

I would ask Mr. Hurd what he and Anne Thompson have been doing on the board..as she stated that they had not met for over a year. What is the point of this board anyway?

Mr. Hurd only recently took over as the director of the Medfield Housing Authority, and its current board is also quite new, so they should not be criticized. They administer Tilden Village. The town’s Affordable Housing Committee has been administering the rest of the town’s currently existing housing, and they are the ones who only meet when there is an issue related to that existing housing, because the town has had no plans to build more affordable housing since Allendale was built about 15 years ago. The town now needs to start a process of developing a plan about what to do with respect to affordable housing, and that is what is in the process of changing at this time. Hopefully, the newly constituted Medfield Housing Authority, the Affordable Housing Committee, and the new voices we are hearing will all be part of that new discussion. Mr Hurd has already said he wants to be.
