Lot 3 submissions to EDC

The Economic Develoment Committee got three responses to its Request for Expressions of Interest for the use of the town owned land on Ice House Road, Lot 3.   Those submissions were –

  1.  Larkin Brothers – housing for 60+ seniors
  2.  Medfield Investment – indoor sports facility
  3.  Barberry Homes – assisted living facility

The Board of Selectmen will hear from the Economic Development Committee at 7:40 PM on Tuesday, December 16 to discuss the EDC’s suggestion that the selectmen pursue the sports facility.

Dear Selectmen,

At a duly posted meeting of the Economic Development Committee
At their duly posted meeting on November 21, 2014, the present members of the Medfield Economic
Development Committee voted unanimously to recommend that the Town issue a Request for Proposals
(RFP) for the development of an indoor sports facility on Lot 3, Ice House Road. This decision was
based on the review of the two Expressions oflnterests reviewed by the Town on November  14, 2014.
One of the proposals was for the sports facility while the other presented a concept for
age-restricted senior housing.

The Committee reached its decision by assessing the proposal against the following selection
criteria: potential tax revenue, possible lease terms, services, connections to existing uses, job
creation; as well as with the overarching mission of the Economic Development Committee.

The vote was based on the following benefits (in no particular order of priority):
•  No zoning change required, proposed use is allowable under zoning
•  The use complements the existing recreational use of the Kingsbury Club
•  The risk of development is privatized; the Town does not incur the capital expense or management
of such a facility
•  Similar tax revenues

Notwithstanding the above, the Committee does see the value in senior housing and asserts that the
Hinkley property is better suited for housing due to its zoning and proximity to The CENTER.

The Committee also discussed the connection to the Medfield State Hospital property and ongoing
planning efforts. The Committee feels that to delay development of Lot 3 will go against the wishes
of the 2014 Annual Town Meeting vote that authorized the Selectmen to enter a lease agreement for
development of Lot 3. Further, tax revenue could be realized sooner than the eventual development
of Hospital Hill. The citizens of Medfield have demonstrated support for this type of project that
would not be suitable for overall aesthetic of Hospital Hill.

Issuing an RFP and following proper procurement may also offer the opportunity to capture more
developers with a specialty in indoor sports facilities and will level the playing field comparing
like projects. It will also offer the Town the ability to review the sublease option of the
Kingsbury Club.

The Economic Development Committee believes that the reviews performed by the various land use
committees (Planning Board, Zoning Board of Appeals, Board of Health, and Conservation Commission)
will mitigate potential negative impacts to the surrounding neighborhoods and The CENTER.

MSH-MPC site walk

The Medfield State Hospital Master Planning Committee held a site walk and meeting Tuesday during the Nor’easter for firms interested in the committee’s RFP seeking a firm to assist the committee with the planning process for the redevelopment of the site.

Despite the really bad weather, there was lots of interest – below is the list of firms who reportedly attended or have expressed interest:

Town owns MSH

The deed is on record, and the town now owns the former Medfield State Hospital.  A result ten plus years in the making.  127 acres total, with 87 acres where teh existing building stand, excepting only the Laundry Parcel at the rear, and 40 acres on the sledding hill side of Hospital Road.  The conveyance of the 1 acre Laundry Parcel will follow upon completion of the on-going DCAMM remediation work to remove the VOC’s (volatile organic compounds), which is estimate by mid 2015.

The selectmen signed the Land Disposition Agreement at our meeting last night, that had been negotiated with DCAMM over the past several months, and the actual closing was held at the Norfolk Registry of Deeds this morning.

As the new owners, its time to go through the buildings to see what the state left behind.  Actually, the first step will be to make sure all buildings are closed up tight as drums.

The Medfield State Hospital Master Planning Committee meets this evening, so the next stage is already under way and ongoing.  Suggestions and recommendations are due back from that committee by next summer.

5 year goals of Inspections Department

1) Finalize implementation of new permit software, PeopleGIS with all departments. Complete
necessary training for all involved. Look into starting online permitting. See what is needed to
get other departments, Planning/Zoning, DPW, Conservation Commission, Board of Health, Fire
Department etc. working with PeoplesGIS,
Setup a computer kiosk for permitting at ground floor to streamline permitting process.

2) Review all required department permit forms and interdepartmental forms, update and digitize as
needed to continue with streamlining the permit process.

3) Complete sorting & categorizing of all archived building plans that we are required to store for
life of structure per MGL. Explore having construction plans digitized for electronic storage to
save on storage space and ease ofresearch.

4) Look into setting up and funding position for a second Administrative Assistant or part-time
Local Building Inspector for department.

5) Implement a new process to file a Zoning complaint and allow upload of additional information or
photos.
