Chairman DeSorgher called the meeting to order at 7:00 PM and read announcements. Mr. DeSorgher expressed congratulations to MEMO for a great Medfield Day saying the weather was beautiful, terrific attendance. He extended a thank you to Ken Feeney and the Highway Department for a complete and fast cleanup.

MEDFIELD CABLE TV

Mr. Fisher announced that there will be a grand opening on October 3 for the new cable studio/offices on North Meadows Road and the dedication of the Ed Doherty Park near Baker’s Pond. It is requested that the Selectmen vote to declare October 2 through October 9 as Medfield Cable TV week. In addition permission is requested to use the VMS sign inviting the public to the grand opening on October 3.

VOTED unanimously to declare October 2 through October 9, 2015 as Medfield Cable TV Week and grant permission to place the VMS sign at the Transfer Station inviting the public to the grand opening of the new studio/offices on Saturday October 3, 2015 10:00 AM to 2:00 PM

ROADWAY CONSTRUCTION PROJECTS

Superintendent Ken Feeney is present to give an update on road projects taking place on Green, Pine, Winter and Harding Streets. His crew was grinding today on Pine Street starting at the Dover line; plan to asphalt tomorrow. It should go smoothly as school is closed. All of Pine from Dover town line to North Street will be resurfaced. Will do the same work on Winter Street then move up to Harding from Hospital Road to the Dover town line.

The first coat of asphalt was put down on Green Street last week; it will set for the winter and a second coat will be applied in the spring. A new cement sidewalk from North Street to Hinkley Pond is planned ; a private contractor will install the granite curbing on Green Street. Mr. DeSorgher interjected commenting that he hopes there is a plan to plant new trees to replace trees that were cut down for the project. Feeney continued saying that the Causeway Street pipe repair project is scheduled to start on Monday September 28; contractor predicts the work will take three to four days. We ask for the patience of the community; there will be delays.  All in all these road projects will take about three weeks until completion.

Mr. Feeney talked about the construction of the new water tower at the hospital site. Contractor making good progress; they have crews working that have come from several states. The painting of the new tower is happening right now and very soon they will begin to raise it into place. It appears they want to finish before the weather turns. Last winter was really tough.

Selectman Peterson said he has received comments questioning why road work is being done now and not during the summer when school is closed. Mr. Feeney said that although this was very hot summer to work outdoors, my DPW crew is a great group of fellas, smart hard working and they worked on streets getting them prepped, fixing potholes where necessary on top of their regular seasonal work. However, since July we have been competing with state projects and other towns for asphalt.

Superintendent went on to say that we’ll see when we can start work on the Straw Hat Park, we have the memorial park for Ed Doherty, located at Baker’s Pond on the schedule as well; Metacomet sidewalk may be done this season, we need an easement for a retaining wall so that may stall the project. At corner of Charlesdale to Grove the sidewalk is broken. Discussion needs to happen with property owner about his pine trees before we begin the work; hopefully he will be cooperative.

The Selectmen thanked Superintendent Feeney for attending this evening providing a road project update.

COUNCIL ON AGING, DIRECTOR ROBERTA LYNCH

Ms. Lynch reported that in fy15 959 participants came to the COA. The Respite Program continues to draw in clients, we started with 21 slots for half or full day program. There are a few clients who come for just a couple of hours. We are now up to 41 that brings in $34,550; however, expenses total 35,300. Hessco helped to cover the shortfall. I am hoping to add a permanent employee for the program as we presently have two part time positions. She noted that there are 151 participants 85 years of age who come to the CENTER plus several 90 yrs or over.

There are 106 people helping at the CENTER resulting in 7,300 hours of volunteer time. I am very grateful for their help. We need more space for the future and additional staffing. Ms. Lynch remarked that it would be very helpful to have a dedicated receptionist at the front desk for perhaps 19 hours per week. Ms. Trierweiler commented that any department contemplating a change in staffing/adding should meet with the Personnel Board before meeting with the Warrant Committee about their budget.

The Selectmen thanked Ms. Lynch for her update on the Council on Aging.

WARRANT COMMITTEE

Members present; Chair Michael Marcucci, Martha Festa, Greg Sullivan, Sharon Taro.
Mr. Marcucci appreciates this early discussion with the Selectmen regarding preliminary fy17 budgets. He said the first meeting for the Warrant members is Tuesday October 13. The annual budget meeting with Town Departments is Tuesday November 3, 2015. Mr. Sullivan put together  a packet of information that included preliminary drafts of FY17 warrant articles, list of estimated budget items, capital budget, estimated local receipts, debt exclusions and other available funds. Predict budgets to be increased by 3% including school budget; 1.5% increase in tax rate if balanced based on declining debt issues.
Discussion continued highlighting some of the factors Michael used in arriving at his estimated budget and tax rates. At the conclusion, the Warrant Committee agreed that having this early budget discussion will be beneficial as they begin the process for fiscal year 17.

Selectmen signed the September 22, 2015 Vendor Warrant.

Chairman DeSorgher called the meeting to order at 7:00 PM and read announcements, adding
that we want to take a moment to remember the events of 9/11 and the lives lost at the World
Trade Center, the skies over Pennsylvania and at the Pentagon.
7:00 PM Public Hearing, earth removal bylaw violation by Larkin Bros. constructing new
development on North Street. Larkin’s contractor Chris Conti remarked to the Board that he
had removed the earth as it was a surplus amount of material, lack of space to store at the site
and did not anticipate any further use for the material. It was trucked to Sam White’s and
received no compensation from them nor did he pay for them to accept. Mr. Conti went on to
say that he was not aware of the fact that he needed to obtain an earth removal permit; many
towns where he has worked did not have this requirement.
Michael Larkin said that they do not have any need for the material so it will not come back to
the site and it amounts to about 275 cubic yards.
Mr. DeSorgher queried if Sam White has sold any of the material or truck it out of Medfield;
response was we don’t know.
Selectman DeSorgher said that it is your responsibility to find out procedures in any town that
you work so there is no excuse of not knowing. In Medfield we had one other incident such as
this a very long time ago that carried a heavy fine. However, since Selectman Fisher is not here
this evening I suggest we postpone this hearing until the next meeting. Town Counsel Cerel
was recognized and informed the Board that the hearing cannot be held over; a decision must
be made tonight. Discussion ensued and a fine of $3-5,000 was mentioned. Mr. DeSorgher
asked for a motion.
VOTE: Selectman Peterson made a motion to impose a fine of $5,000.00 seconded by
Selectman DeSorgher and the motion carried
BOARD OF HEALTH
Members present: Marcia Aigler, Jennifer Polinski, Gabriele Harrison, Health Agent Bridget
Sweet and Nancy Bennotti, Administrative Assistant; Wendy Jackson absent
Jennifer Polinski gave an update to the Selectmen on some of her board’s activities that
included grant received for a needs assessment to dispose syringes and sharp objects used for
medical service. BOH has received many requests for proper disposal due to it being illegal to
use public trash. There are high numbers of pediatric/adult diabetic patients and other forms
of health issues that require almost daily injected medication causing backups of these medical
instruments. Ms. Polinski went on to report that application was made and awarded for a
second grant for the purchase and maintenance of a Disposal Kiosk for these items that
presently is temporarily located at the Town Garage.

Board of Health revisited and updated tobacco regulations resulting in amending to raise the
age from 18 to 21 for the purchase of tobacco and e cigarettes. A public hearing was held on
July 14, 2015 and the amended regulation goes into effect January 1, 2016. Discussion ensued
regarding vaccinations for children particularly focused on kindergarteners whose parents must
submit a record of proof to the school department.
The Selectmen are very appreciative of the good work of this very important board that covers
so many aspects of public health.
The next topic on tonight’s agenda is Beaver Dams. Bridget Sweet remarked that the Board
of Health may issue a 10 day emergency permit only if a beaver dam is causing a threat to a
resident’s property such as flooding of septic system, flooding of a public or private driveway or
a threat to public health or safety. If not remedied may apply to Division of Fisheries and
Wildlife
Present for this discussion from the Trustees of Reservation Michael Francis and Russ Hopping
Ecology Director; from the Norfolk County Mosquito Control Board Dave Lawson and Caroline
Haviland; wildlife trapper Barry Mandell; Frank Perry member of Medfield Lyme Disease Study
Committee.
Prior to the beaver dam discussion Selectman DeSorgher read from a prepared statement
about his serious concerns; the potential loss of Hartford Street should there be a serious
rainstorm such as a nor’Easter causing the road to be closed and the large expense to the Town
to rebuild; losing many trees that will/have died due to flooding; he is aware of a beaver
deceiver pipe that is only six inches in diameter. This size will not carry huge currents of water
in the event of a major rainstorm. Knowing that the Trustees are Medfield’s largest landowners
it is his hope that the town and trustees will together develop a management plan to help
eliminate these concerns.
Barry submitted a map of Medfield outlining those areas where he inspected and observed
active sites. Almost all of these sites have had beaver dams through the years causing flooding
and other concerns. Presently active sites are along the Charles River, Stop River watershed
near Clark Road, Juniper Lane and near Stagecoach Road. Less active at this time and mostly
due to lack of rain is in the Mill Brook area from Main Street to downstream of the Fork factory
Reservation.
David Lawson talked about mosquito breeding areas, the potential of West Nile Virus and triple
E as flooding is causing stagnate water and swamp like conditions. He continued saying that
the use of safe pellets will help in mosquito control, however the Trustees put into effect last
year a policy of no mosquito control spraying on their properties and continue to enforce their
policy this year.

Resident Alec Stevens was recognized and he spoke about his concern with Jewells Pond
(Philip Street area) that is on his property and the serious threat if a major storm happens
causing the beaver dam to break and the water flow into the pond will destroy the surrounding
structures. Right now there are large amounts of algae and weeds growing that he feels is due
to the lack of water flow. He monitors the pond frequently.
Frank Perry said that the Trustees are very cooperative with the Lyme Committee and the
management opportunities given to us with the deer culling program. We are very
appreciative. He went on saying that he wants to address the beaver issue; yes the dam is a
concern, however, there are a number of devices that will help to alleviate beaver dams. This
particular area of Hartford Street should be closely looked at because if we have hard rains it
will become a treacherous issue.
Michael Francis and Russ Hopping provided some information about their beaver management
program and that they are very tolerant of beaver activity. Beavers have great effects on the
ecosystems. There will always be conflicts between humans and the beavers.
Their population once was about 24,000; it has increased to over 70,000. The Trustees will
monitor the activity at Hartford Street.
Selectman DeSorgher recommends that a committee be formed between the Town and
Trustees so that we may work together on this serious issue. The Selectmen thanked all in
attendance for their input and considerations.
MEETING MINUTES

CHAPTER 90
Superintendent Feeney requests the Selectmen vote to sign a Chapter 90 Project Request in the
amount of $150,000.00 for the resurfacing of Green Street.
VOTE: Selectman Peterson made a motion to sign Chapter 90 Project Request in the
amount of $150,000.00 and as recommended by Superintendent Feeney, seconded by
Selectman DeSorgher. Vote was unanimous
BROTHERS MARKETPLACE / SIZE OF PARKING SPACE
Selectman DeSorgher is concerned with the size of delivery trucks that go into the Marketplace
parking lot and in general these very large delivery trucks that sometimes cannot make a turn
from one road into another. Mr. Sullivan advised that there is a downtown summit meeting
planned to take place within several weeks and perhaps talking with Sarah this discussion may

be an agenda item. Another item for that agenda may be downtown parking or lack thereof. A
discussion regarding a parking structure should be another summit topic.
SOLID WASTE STUDY COMMITTEE
Chair Megan Sullivan requests the Selectmen vote to appoint Rachel Brown to the committee
and requests the size of the committee be increased up to nine members from seven. Two
members of the Committee Carl Mellea and Scott Colwell have submitted their resignations
VOTE: On a motion made and seconded it was voted unanimously and with deep regret to
accept the resignations of Solid Waste Study Committee members Carl Mellea and Scott
Colwell; appoint Rachel Brown to the Committee and allow the Committee to increase
their number of members up to nine
MEDFIELD GIRL SCOUTS
The Girl Scouts are celebrating their 10oth Anniversary. As part of their celebration they request
permission to have a booth outside of Town Hall collecting items to donate to worthwhile
organizations. Another event that they request permission is to use the Town Gazebo for a
celebration on June 15, 2016. A motion was made and carried to grant permission for the Girl
Scouts booth outside of Town Hall on October 17, 2015 and permission to use the Town Gazebo
on June 15, 2016 for a celebration. and the use

SELECTMEN REPORT
Mr. Peterson remarked that he attended the Energy Committee meeting. The committee will
be attending the Selectmen’s October 20 meeting. Also attended the hospital planning
committee meeting and Medfield Cares About Prevention.
Mr. DeSorgher reported that a resident had contacted him about his concern of a broken
sidewalk at Dale Street and Charlesdale Road; DPW will make the repair. Tree Warden Ed
Hinkley very quickly responded to removing a dead tree; thank you Ed.
Mr. DeSorgher went on to say that Medfield is a Tree City and he would like to make a motion
to encourage replanting trees when one comes down; Selectman Peterson seconded and it was
so voted.
Mr. DeSorgher continued with his report giving kudos to Chief Meaney and the new program he
has in place “Stop-Lock-Walk” that is a very good policy. Mr. DeSorgher would like to see
additional advertising of the water ban, even numbered houses may water on Mondays and
odd number may water on Thursday. It remains very confusing to the public.
ADJOURNMENT
At 9:45 PM Mr. Peterson moved to adjourn the meeting, seconded by Mr. DeSorgher; it was
unanimously voted.

Beavers at TTOR’s Fork Factory

Selectmen had a long discussion Tuesday evening about the beaver dams at the Fork Factory off Rte. 109 with Michael Francis, Superintendent for the Trustees of the Reservations’ Charles River Valley Management Unit and Russ Hopping, the Trustee’s ecologist, Frank Perry of the Lyme Disease Study Committee, the Board of Health, and the owner of the downstream Jewell’s Pond, Alec Stevens.

After that meeting Alec Stevens yesterday wrote a lengthy email description of the issues and problems he experiences carefully monitoring and adjusting the water level in Jewell’s Pond to respond to water flow changes based on rainfall by means of his spillway boards and three valves that control deep culverts, the dangers to Jewell Pond from a sudden release from the upstream beaver ponds, and suggestions for improvements to beaver management.

Also after that meeting, last evening Alec, Frank and I toured both the beaver dams at the Fork Factory and Jewell’s Pond, during which I took the attached photos of those beaver dams.  The reality is that the beaver dams are not too much, but are strategically placed to block the outflow of the two stone raceways.  There is a 6″ beaver deceiver pipe installed to allow the flow trough the dam.  There was also a beaver swimming around who seemed unconcerned with our presence.

Also after Alec’s email, today Mike Francis emailed that the Trustees are willing to look at installing more measures to control and manage the beaver dams.  The TTOR actually distributed copies of its beaver policies from 2005 at the meeting, which are basically to leave the beavers alone unless they pose a nuisance.

I am hopeful that progress in on the horizon.  I am truly impressed are how much hands on pond and water flow management Alec is doing, including daily checks, multiple checks per day during rain events, and a webcam for remote monitoring.

September 1, 2015

Present: Richard DeSorgher, Chairman, Mark Fisher, Clerk and Osler Peterson. Michael
Sullivan, Mark Cerel and Kristine Trierweiler.

Meeting was called to order at 7PM by Chairman DeSorgher.

Mr. DeSorgher reminded everyone that the meeting was being recorded.
Mr. DeSorgher asked for a moment of silence for all of our brave service men and women serving around the world

APPOINTMENTS
7:00PM Cultural Alliance, Jean Mineo
Ms. Mineo was present to discuss Straw Hat Park, update on the fundraising. Committee was able to fundraise enough to proceed in one phase of construction. At this time doesn’t include fountain, granite planters, so we will continue to run the “buy bricks: campaign. Benches and tables will be purchased with existing funding. You can still buy bricks for the Straw Hat Park. The cost is $150 for 3 lines of text; bricks will be laid out within the park. Many local businesses have made incredible monetary donations. An irrigation system was also donated. There have been over 130 families buying bricks and or making  donations.  The fundraising campaign has been a great success! People have sponsored benches including one for Andy Thompson and Sean Corrigan. The Committee is humbled and grateful for the support. Moving forward a mid‐October planting would be ideal. Committee met in August 6, 2015 to look at fall schedule, still looking at the fall. Dependent on the Green Street project. Mike Sullivan stated that DPW was being held up on Green Street but are actively meeting with Aggregate Industries to address the issue. Ms. Mineo stated we need an updated timeline so we can contact vendors, employees and we need 3‐4 weeks of lead time. Then construction may be in the spring. Selectmen Peterson asked if DPW can do the work now? If Green is put off until mid‐September then let’s have them work on it now. Mike and Kris will look for updated timetable from DPW in the coming days.

Mike Sullivan stated that the Police chief called and the gas main work for Jane’s Avenue is starting tomorrow. There is a leak, nothing alarming but would like to fix it. It involves the area of Jane’s avenue on North Street to anvil at the back of the parking lot. Should have a lane open on Jane’s Avenue for travel but will be slow.

OLD BUSINESS
• Vote to approve August 18, 2015 Meeting Minutes
VOTE: Motion to approve by Mark Fisher, second by Osler Peterson and the
vote was unanimous.

• OPEB Trust Agreement
Mark Cerel is present to discuss the OPEB Documents.
VOTE: Motion by Mark Fisher to vote to adopt OPEB (Other post‐employment
benefits) trust agreement as presented by Town Counsel and
incorporate the trust agreement as Amendment 1, and to appoint Joy
Riccuito, Georgia Colivas, Peter Moran, Gus Murby, and Mike Sullivan as
Trustees. Seconded by Osler Peterson and the vote was unanimous.

• Water Ban Discussion
Kristine is working on an email notification system that will be an “opt in” system.
Currently in the development phase and should be completed in the coming weeks. The
Water Ban is still in effect as a one day ban. If you live in an even number home you can
water on Mondays, if you live in an odd number home you can water on Thursdays. In
both situations water only allowed after 5PM. Vegetables gardens can be hand watered
any day after 5PM. Kristine checked with Ken and we appreciate everyone’s help on this
but the river levels are still low and the ban must remain in place. You can call if you
have installed a brand new lawn, please call and get an exception for that.
Selectmen Peterson stated that the sign for odd/even is confusing. Town needs to have
new signs made up. Mike Sullivan pointed out that this is the first time with one day a
week ever. Water ban has enforced by the state the town is just asked to enforce it.
Mark Fisher questioned why are other towns not doing this? Mike suggested they could
be private wells and exempt. It is the same water supply so we ask people not to water
and adhere to the water ban but we can not enforce. State is trying to make towns
responsible for small wells but we have no jurisdiction at this time.

• Green Street Project Discussion
Selectmen DeSorgher stated the project has been held up because of the inability to get
the asphalt. Demand has been great for resurfacing and there is limited supply. Meeting
tomorrow to find out when we can complete the project. Dirt road but will be open for
school buses, binder coat, will then reopen the road. Green street was tree lined
growing up, we took down a few, would like to see them replanted, character of the
street needs to be put back in. Mike suggested it is a good opportunity to put trees back
in a healthier situation. Grass strip isn’t big enough, so now are smarter about planting.
Kristine discussed the importance of tree inventory and the best way to complete one.

• Review 2015 Board of Selectmen Goals/Town Administrator Goals

o Discuss setting 2016 Goals ‐‐‐look at goals over the next 2 weeks, Richard will
combine all of them and review for next meeting.

• Review of the 2014‐2015 goals
Selectmen reviewed the 2014‐2015 goals and discussion ensued. Attached is a copy of the 2014‐2015 goals. Selectmen stated they would give themselves an A‐ on their goals but always more work to do, but accomplished a great deal this year.

• Town Administrator Goals

Medfield State Hospital

Bill Massaro asked if he could update the Selectmen on the environmental remediation. The
restoration work at hospital had to be down at 110 feet, so drought benefited this work, and
plantings are done, done in three stages. Work is still on schedule to be completed around mid‐
October. Canoe launch is about finished. Emergency boat launch is done. Guard rail is up
around parking lot, paving will be done. Signage is fantastic, smaller signs coming as well for
trails. The found historic markers and veterans park also there in the Veterans Park area.
Granite benches are in, liberty elms planted; boulders and signs will be put in very soon.

• Email from Ken Koellner, Stagecoach Road, regarding Beaver activity in the
neighborhood
Stagecoach was removed by Norfolk county mosquito control, DPW; have to be taken
down very slowly to not flood. Highway trucked material out. He mentions that the dams
are there and sent pictures and 6 to 8 feet of water, activity, what do we do about them?
Stop River is at a low point. Barry is keeping an eye on it. They are a ½ mile wide at some
points. There are multiple points of damns.

Medfield Day is September 19th, hoping for good weather. Booths are booked, state hospital
has a tent, come out and visit us.
Pete Peterson
Very active state hospital meeting to be held on Sept 16, at the high school cafeteria 6‐9 PM. In
middle of 3rd survey of town residents, 1100 respondents to the surveys so far. Getting new
people involved every day. Great turnout.
Energy committee has been busy, looking at Green Communities Act again. Solarize MA is also a
possibility for this coming year.
Richard DeSorgher
Had a phone call from a resident, if someone is injured or has to go the hospital, why can’t we
give them option of where they want to go. Who is regulating? Mike stated that the State has
guidelines for districts, each district sets up regulations for the license and it is state wide.
There is a concern is that you go to a distant hospital, exposing ambulance and town for
liability. And the other issue is that if distance, another call, there is a delayed. Kristine will
have the fire chief speak with Richard further about this issue.
Would like to set up a meeting to meet with Historic Commission.
Still concern that Ken should address at Charlesdale, needs a piece of sidewalk and some
clearing in that area. Kristine had them look at the brush. Ken and bobby will look at it.
Got a call for a complaint at the MSH for dogs are off leash. John Thompson stated the water
tower construction guys have had dogs come after them; Wheelock employee complaining off
leash. Chief stated the law says permit on leash or under control. Unless dog goes off, and
animal control responds to see it we cannot enforce under control. BOS can discuss it and at
next town meeting refine the dog leash law. Let’s schedule to have Jenny from Animal Control
come in and talk to us. Maybe solution is we need a dog park?
Email from Alex Stevens of Jewels Pond, downstream from beavers area and his pond is algae
and weeds never seen before due to lack of flow and difficulty in lower levels of water. Weeds
and algae level is normally down 25% and it’s now covered by vegetation. No water leaving
pond. It is dropping daily. We need to address the Beaver issue.
Would like to do a meeting with Columbia gas, need to invite them in to the meeting. Last
meeting in September. Talk to ken and see what they can do and invite them in formally.
School is starting tomorrow, good luck to Superintendent Marsden, teachers, staff. Drive just a
bit slower tomorrow.
